Sequestration 정의
"Sequestration" 은 자동적이고, 주로 전체에 미치는 지출 감축이다. sequestration 아래에서 확실한 예산정책의 목표 달성을 위해서 예산의 자원들은 영구적으로 취소된다. [ref. 4]
2013년의 Sequestration
Budget Control Act (BCA) 는 10년 동안 부채 2.4 조 달러를 줄이는 대신에 채무한도 증액(an increase in the debt ceiling) 을 허가했다.[ref. 5]
그런데, "Budget Control Act of 2011 (BCA, P.L. 112-25)." 라는 법률조항에 sequestration(재정지출 강제감축 조치)이 들어가 있다.[ref. 4]
아래 2개의 조항(provisions)에 "자동 재정지출 감축"(automatic sequestration) 이 들어가 있다고 한다.
- Establishment of discretionary spending limits, or caps, for each of FY2012-FY2021. If Congress appropriates more than allowed under these limits in any given year, sequestration would cancel the excess amount.
- Failure of Congress to enact legislation developed by a Joint Select Committee on Deficit Reduction, by January 15, 2012, to reduce the deficit by at least $1.2 trillion. The BCA provided that such failure would trigger a series of automatic spending reductions, including sequestration of mandatory spending in each of FY2013-FY2021, a one-year sequestration of discretionary spending for FY2013, and lower discretionary spending limits for each of FY2014-FY2021.
의회(Congress) 가 Joint Select Committee 에 의해 개발되어진 법안(최소 1.2조 달러의 채무를 줄이기 위한 법안)을 가결하지 못하면 BCA 가 sequestration 을 발생시킨다.
그런데 the Joint Committee 가 필요한 법안(legislation) 을 개발(develop)하지 못했고, 의회(Congress) 가 만료기한인 2012. 1월 15일을 맞추지 못했다. 그래서 BCA(Budget Control Act) 아래에서 자동적인 재정감축이 발효되었다.
원래 처음 예정으로는 2013년 1월 2일에 실행되기로 되어있었다. 법안은 1월 2일에 가결되었으나, 효력의 발생은 2013년 3월 1일로 연기시켰다.
